This is my understanding. This bill is very similar to an "out of district placement" Out of district placement occurs when a school district is unable to meet educational needs and allows parents to be reimbursed for private school. It means the parents must find and have the means to pay upfront for the private school. HB 393 you can apply directly to the state and it does not cover any services that relate to IEP, services programs, staffing, et..

The big difference is, this bill does not allow the student to return to public school and have the special education funding available. If the school the parents choose does not work out, the funding for special ed will not return with them to public school. We live in a very large city and there are no special education schools nor private schools able to accept a low verbal student.
